The Philippines Crewing Team: Roles in a Manning Office

The Philippines is one of the main sources of seafarers for the world fleet, so a manning agency with a Manila office has to cover a long list of tasks. The archived team page for DeltaMeco describes seven roles, and this summary explains what each one involves. It intentionally describes functions rather than individuals.

Operations and administration

The head of the operations and administration department also acts as deputy to the general manager on recruitment procedures. This person is the main contact for crew changes and for seafarers after they have been deployed. The archive stresses that the team is expected to follow the procedures set out in its quality management system consistently.

Senior captain and network

A veteran master mariner is credited with building the agency’s Manila manning operation. The page says his 35 years in the industry produced a network of contacts that helped the agency identify suitable candidates. That claim comes from the archive and is not independently verified.

Fleet training officer

Since 2006, a former captain who served on large container ships, including with NYK, has held the post of fleet training officer. The job involves technical judgement when candidates are selected, and checking with the main training centres that each person has completed the courses that are specific to the vessel they will join.

Accounts and document control

The accounting manager has been with the company since 1993. Her duties cover keeping accounting records and supervising the company’s financial matters, and she also serves as document control custodian.

Operations supervisor

The operations supervisor, with the company since 1990, processes seafarers’ documents and makes sure national flag-state licences and certificates are in place on time. The role includes arranging travel for crew signing on and off, and liaising with local agents.

IT

One staff member, who joined in 1998, looks after the company’s computer systems, which the page describes as vital for the organisation to work smoothly.

Liaison officer

The liaison officer prepares and processes employment contracts and supports documentation for assessments. This person joined in 1996.

Why the structure matters

Together, these roles show the typical shape of a crewing office: recruitment, training, paperwork, travel and payroll all have an owner. For the services themselves, read about crew administration and training, or compare with the European team.
